It would be stupid, but yes a state could ban organ transplants or hair dyeing under the 10th Amendment. The state could also ban alcohol, although the federal government can't under the 21st amendment.

If the state's citizens don't like it, they can vote out their elected state officials who supported it.

I haven’t given a solution to gun violence because that’s not what I’m talking about. My opinion is that we won’t make any progress on gun violence without an amendment because the courts keep expanding gun rights. We need to stop leaving it up to them, especially this court.

All of that aside, taking away what the courts have deemed a right is not an acceptable method for dealing with anything. If riots break out again, should we suspend the right to peaceful protest for just 30 days? No. The answer is no.

The governor is not taking away guns. The governor is taking away open carry and concealed carry, in one county, for 30 days.

I said US Constitutional law.
But there are laws on NM books about concealed carry, as well as laws about open carry in certain situations. And therefore one can reasonably say that the NM right to bear arms does not absolutely confer a right to carry.
