I think a tattoo may be a rational investment for a low-income individual. When you’re forcibly evicted, you can only bring one bag with you. Any material item can be lost. A tattoo is an irrevocable sign of affluence. It can’t be lost, stolen, or repossessed.

I also think that the past traumas theory holds water. There are likely multiple forces at work.

Personally, I’ma blank slate and prefer my partners to be the same. I don’t judge people with tattoos, though.

I don’t have a tattoo but I could imagine getting one. My opinion about them on others is based entirely upon the tattoo(s) and its meaning/aesthetics. If it’s an interesting looking tattoo that has some kind of symbolic significance to the person, then I totally get it and that could be super attractive. Tattooing is an ancient art form that I respect. But so many people these days seem to be covered with just random and even ugly images, just because tattoos are currently fashionable. I don’t understand that. If I asked a potential partner why they got a tattoo and they didn’t seem to have a good reason for why that indelible image is on them, I would be unimpressed and it would be a turn off.
