I used to edit history textbooks in grad school. There is at least one Asian language where "promulgate" must be the most direct translation of some legal concept, and many of our authors were first language speakers of languages like Korean, Japanese, and Chinese. There was so much promulgation all over the place, and it really was just what the authors meant.
