Technically, yes. But some principals exert a LOT of sway and manage to get hand-selected acolytes into the job.

He did a couple of principal’s chats over the summer, and I believe something back in June before school ended.

Sounds like ACPD is saying “apparent overdose.” But the WHS email to parents says “At no point was the safety of any students or staff compromised.” Which doesn’t align with a kid having to go to the hospital.

That's a generic statement to indicate there was no widespread threat in the building beyond the individual(s) requiring medical assistance.

If APS is paying for this, do other principals get consultants, and will we have to listen again to APS' laments that there is not enough money for school psychologists, bus drivers, etc. etc. ??
