If I'm taking a kid or kid's friend or SO with me, I wouldn't expect any payments from them. I wouldn't take them to Switzerland or Disneyland, instead do a lake or a national park so we can get a bigger place and all relax and enjoy.
If this BF turns out to be the one, would you want him to ever travel with you or avoid it because of the scare he got first time.

Did the BF already accept the invitation without any discussion of sleeping arrangements? I can’t imagine he’s expecting his GF’s parents to foot the bill for the two of them to have a room to themselves.

+1 on a room for the “kids” and a room for you and DH. They are adults but they 21, not 51. At 21 they still easily hostel, share rooms, flats, it’s not such a big issue like for someone in their late 20s or 30s who are by then definitely over any sharing. If this is for a weekend / long weekend, then definitely can work especially that you say he spends time with your family and knows the siblings

What is your daughter comfortable with? Is she willing and able to split the cost of an extra hotel room with you, if she wants to room alone with the bf? Definitely take her input on it. It's clear different people have different expectations and comfort levels. This also sets the tone for welcoming future partners/spouses.

Saying it might not set a good example was poorly worded. I guess I meant that it could make them uncomfortable, especially her little brother. Her sister couldn’t care less.
The boyfriend is extremely outgoing and will happily just roll with whatever setup we decide on. He has spent lots of time with us and our other kids adore him.
We are inviting him because we genuinely think it would be fun to have him there. It was our idea, not theirs.
Our family vacations have always been all 5 of us crammed in a hotel room. Our kids prefer that to vacation rentals because it’s just easier. So having 4 in a room is going to feel spacious to my other kids. Lol.
I had not thought of putting all four “kids” together. I am leaning towards just asking dd what she would be comfortable with.
How on earth is that easier?! One bedroom and bathroom for 5 people? Ugh.

If you want your kid's SO to feel welcome and everyone to have enough space, just book an Airbnb. Its tempting to go frugal but if you are going for a trip, don't be stingy and make it happily memorable.

Ideally 3 rooms - your kids are growing up and family vacations are going to get more expensive, and more people.
But if that can't happen -
100% no to splitting by gender. So awkward for the boyfriend.
Teens and young adults are used to sleeping near people they don't know well - camp, dorms, hotel rooms when you're young and broke and share with a group....
I would say high school boy with the parents. College kid and young couple together.
