IMO, maybe there shouldn't even be general awards that span all genres. It really is a situation of trying to compare apples and oranges. How can you hold up a jazz album, a pop album and a rap album and say which is the best album? They are three entirely different things. Voters just pick based on what type of music they like best, and pop generally wins because that has the biggest voter base.
Of course, they'll never do that artists want general awards and the grammys enjoy the attention paid to those awards.
