If you are not losing weight you are not in a calorie deficit. Period.

That said most people who "can't" lose weight aren't really eating as few calories as they think or staying in the deficit long enough to lose weight.

I swore I couldn’t lose weight and actually had to stop running/intense cardio so that I could eat less. When I do as much cardio as I was, I was always hungry but i was absolutely eating more calories tban I was burning
