Without the proper documentation, they would have been sent back to Ukraine, and then Ukraine would have been slowed down that much more in processing people to leave in order to process those people back into the country.
OP never answered the question of the legal status of these people. Entries are country specific even under emergency situation. Without passports and visas, they cannot just walk in.
