The article goes on to give a number of examples of mistakes made in arresting migrants or cases where disproportionate force or deception was used. Seems that Miller's little "pep talk" to ICE management has set off a level of zeal and cruelty in arrests that are out of the norm.
There are no written directives, but officers have been told to “do what you need to do” to make more arrests, according to current and former ICE officials familiar with the directives. The administration’s immigration enforcement is a sharp break with past government practices, according to attorneys, immigration advocates and officials from previous administrations.

Plainclothes agents in at least a dozen cities have arrested migrants who showed up to their court hearings. They were HSI, which is a part of ICE that does not focus on immigration enforcement. You can’t think of any reason why HSI, which is an agency that investigates human trafficking and child exploitation offenses, might want to talk with children?
They lied about having permission to speak to the children, and scampered off when questioned. The goal was intimidation. Make sure everyone knows kids aren't safe at school.
