I believe one of the agents removed the deceased man’s gun during the struggle, but not all of the agents knew that. These are trying to do a dangerous job and have protestors/rioters constantly in their faces. They were faced with a man resisting arrest who possessed a gun. I believe that was their mindset.

He wasn't being arrested. ICE is not the police. They can't just cuff someone because they annoyed them. Not that the police are supposed to do that either, but that's an issue for another time. Him having a gun was not a crime. They don't get to shoot someone because they possess a gun.
