Correct. There are no mental asylums anymore or any institutions for these individuals who do need to be institutionalized if their behavior is threatening even for their own good and safety. You cannot expect all the pedestrians to have to think always from the perspective of empathy when someone is shouting loud threats at them and especially their children.
