I don't think 2-3k includes the furnishings. Simple way to determine how much it would cost to fully furnish your room is to go online to Crate and Barrel or Restoration Hardware. Add the basic items (it doesn't matter if the are the exact items you want) that you need - coffee table, couch, drapes, rug, side tables, etc - and see how much that totals. That will give you an idea of how much it'll cost to furnish a space or spaces with new, not-trade furnishings. These same stores (CB, Room and Board, PB) will also offer. free consultation. Otherwise you can plan on spending $120-200/hr for consultation with a decorator. The better decorators/designers prefer large projects with large budgets. You get what you pay for. I've never had luck with the hourly services and better luck working off inspiration photos.
No. Of course it doesn't include the furnishings. Most likely, if you have to ask, you can't afford an interior decorator. To decorate a room on 2-3K all you could do is go to iKEA and pick up some things.

No the 2k-3k fee I was quoted once was the design fee for a small study which I spent about $7500 on furnishings. That was a very small project with a designer I had worked with before. Some of the more established designers have minimums, like $25,000 you are spending on Reno and then their fee is on top of that.

Not to be that person, but there are tons of posts here about this already. Try a search and you can find some good recommendations. It varies from a few $k for a local designer to $$$k for the full interior design experience.

The other main way to save money on this, OP, is to use an hourly designer who is paid by sales commission. This is a little different than “to the trade” which is more like the designer is a retailer. In the commission model, the retailer is paying the designer a bonus for each sale. This would include in-store designers (at places like room and board, Ballard, RH etc) and online services like Modsy, Havenly, etc.

No. Not PP, but this is similar to what I paid for someone to effectively plan out a room for me (i.e. floor plan and selecting “off the shelf” furniture plus paint and blinds for the room). Then we had to buy it all separately. This model is definitely the more economical way to go, depending on your budget and what your looking for.

I couldn’t even find a designer in DC to take on projects under $30k per room. I’m doing just one room (will be close to $40k all in) and frankly am underwhelmed by the service for the amount I’m spending.

I just spent $25k on one room (living room). That was with some custom upholstery, light fixtures, etc.
The high end dc designers will have a per room minimum and I’ve seen the rates as high as $50k/room.

They have different business models. First figure out your budget for the whole project and whether or not you will want custom upholstery and drapery and whether or not you want to buy from brands that are to the trade only. That will help you figure out what if anything to spend on a designer.
