The County order is no longer in effect. Last I heard, the state was strongly recommending masking for anyone ages 2 and up.
Our MoCo daycare does have everyone 2 years and over wear a mask but they don't enforce it if the child doesn't wear it (or doesn't wear it properly).

That depends on whether a daycare/preschool is considered a location "accessible to the public." These would generally be considered public accomodations, but that's a slightly different concept. And the daycare/preschool rooms themselves are cannot be visited by the general public.
Honestly, I'm almost certain this kind of ambiguity is intended. MoCo made it quite clear they didn't intend to enforce the the masking requirements, or even gathering restrictions in many cases. And when it comes to child care facilities, they've always tell them privately through MSDE to simply do what they can.
