My kids (LCPS) are 100% allowed to wear sandals and athletic slides to school and yes of course they sometimes do. Girls love their Birks.

^^sorry meant that my DD wore flip flops in Arlington due to eczema. (not sandals)

depends where and why.

My DD had to wear sandals because of her eczema and this was allowed in Arlington (even in the snow).

We are in California now and I think sandals with a backstrap are okay but maybe not flip-flops.
