It could be argued that the planning of the crimes took place in the USA. The Mom did not give permission for the children to go Mexico, so I don’t know if that is another stateside crime. But the murder happened in Mexico. If I were Mexican govt I would tell USA to handle it. Why should the Mexican people pay to try and house this person?
If anyone knows international criminal law and treaties, can you advise if USA can try him for a murder that happened in Mexico?
