They won’t. They are two separate holidays recognizing two separate things.
Also, if you actually cared/paid attention, you’d know that DCPS builds spring break around Emancipation Day, so it’s no longer a separate day off.
DC said this - and surprise - the next spring break was not around Emancipation Day.
So I do follow - and care - but so done after they say things and don't follow through
