DC-Tag is to represent instate tuition. In states there is no income limit to instate tuition.

Making benefits like this available to everyone makes them easier to administer and more likely to last, as everyone has skin in the game and will push back if they are threatened. (Also, the number of 500K+ families in DC is very small, meaning minimal impact on actual cost.)
It’s very good policy that ends up benefiting everyone.

Yesterday Congresswoman Eleanor Holmes Norton announced several victories she achieved in the appropriations bill passed by the House. Included among them was an expansion of DCTAG:

Of course these provisions have to survive the Senate and, hopefully, be signed into law by the President. But it is a good first step.
The bill provides $40 million for DCTAG, an increase in the annual DCTAG award from $10,000 to $15,000, and an increase in the lifetime DCTAG award from $50,000 to $75,000. The bill also repeals the provision that reduced the family income eligibility limit from $750,000 to $500,000. DCTAG makes up the difference for D.C. residents between in-state and out-of-state tuition at public institutions of higher education in the United States.
