OP here- on our team no one on deck is allowed to take pictures or video except the the Team Rep. No one else. It doesn't seem right to watch them berate others for taking a quick shot and then they stand right over their child filming and giving coaching advice before and during their swim. Just trying to find the specific source on this in the rulebook and don't see it.

You aren't allowed to video or take pictures from behind the swimmers at the start. That's a Safe Sport guideline but not an NVSL rule. We have moved people from behind the start who wanted to video and take pictures.
So this is not accurate. Safe sport says no filming from behind the blocks (not the start) and there is a reason what filming behind the blocks would be potentially a problem. NVSL does not use blocks, so it is a different scenario all together.
