NP here. Then I’d move it later or get one of the tp holders on floor stands. The toilet paper roll and springy rod are a huge distraction to my 23 month olds. We had to remove the roll and spring rod and now he’s obsessed with putting his fingers in the holes.

Across from the toilet and as far as possible. It’s a distraction.

Depends on the type of towel hook. However, whatever kind you choose, install on a support beam with a sinker. If it possibly can be pulled out of the wall - it will be.

I’m painting my DD’s bathroom, so I have a chance to install/move things. Do I want the toilet paper next to the toilet attached to the vanity, or across from the toilet? Are low, round towel hooks useful or just head injuries waiting to happen?
