OP, did you consider reading the article linked in the Wikipedia sentence, which would make it clear that the Wikipedia sentence was factually incorrect?

Under the Maryland Transit Administration’s request to the Board of Public Works, the end of the consulting contract would be extended from mid-2023 to mid-2027 — the first time the MTA has signaled that the line’s completion is potentially four years behind schedule. The line was initially scheduled to begin carrying passengers in March 2022, but the consulting contract would extend about a year beyond any opening date.

However, Henson downplayed that timing, saying the Purple Line won’t have a new construction schedule and opening date until a new design-build team is chosen. She said the state is seeking the consulting contract extension to “ensure proper oversight” until after the line begins operating, but the team’s work “may very well not go through” 2027.

The US builds infrastructure at an absolutely snail’s pace. Meanwhile China used more concrete in 3 years recently than the US did in an entire century. The US is truly becoming dysfunctional for any public project that requires long-term coordination and effort. The only thing we seem to be able to do is fund private-public partnerships with extremely high levels of extrinsic motivation and very narrow deliverables that only depend on the competency of a few people (eg the vaccine). even then we massively f-up the basics often (eg the J&J factory failures in basic industrial hygeine.) We have no discipline or drive; the only time we succeed is when it’s a project that we literally throw unlimited money at.

The article cited for the 2027 date doesn't make it sound like 2027 is the current expectation to me(https://www.washingtonpost.com/local/2021/06/11/maryland-purple-line/). It's a 2027 end date for a consultant role that includes oversight after it starts running and which they say might be unnecessary. Who knows though; until something is built it could always go longer. I live along the route I'm looking forward to using whenever it does open.
