This is another article. This looks like a beautiful and happy family. Mom is probably doing her best and her daughter must feel just awful about the whole situation.

The Union County District Attorney’s office says while it understands Henderson’s difficult situation, it says this is the second complaint the child wandering outside alone and that a warning was issued the first time.
If you agree with this, then, anyone, who has had a kid wander outside, while they had to use the bathroom, or answer a call, or tend to another kid, should put an alarm, on their doors, because they are negligent, if this happens, a second time, a year later.
An alarm on the door isn’t going to do anything if the parent isn’t in hearing distance. Hence the word ‘alone’.
If it were as loud as a smoke alarm, then everyone would hear it.

Anonymous wrote:This isn't as simple as Mom having the 14 year old babysit. The 14 year old was not babysitting and the 4 year old was alone outside, on multiple occasions. Its appropriate for CPS to get involved.
Anonymous wrote:The 14 year old was apparently incompetent to watch the 4 year old but the mom habitually left her in charge. Per the article this was the 2nd time law enforcement was involved.
I woube surprised if there were lots of times the neighbors witnessed neglect and a lack of supervision.
