I'm not sure what the actual rule is or what is allowed but I know of one MLS Next team in State Cup pulled all but a handful of MLS Next kids from the State Cup team. I'm not sure why this handful is being "allowed" to play. I'm assuming there is a wrinkle somewhere to allow a few players to participate in State Cup. Weird.

Yes at least in Maryland. This goes back to not allowing DA teams to play. Although there may be changes coming.
