Omg. I don’t mind masks indoors and thought it was a bit early to drop the indoor mandate, but the mayor and her office have been such a mess for the past year, and this is just another example of that.

That appears to be the case from the order. But stores and businesses can also make more strict rules, so my guess is things like pharmacies and grocery stores will find it easier to still just require masks for everyone. At least for now. But bars and restaurants with less foot traffic? I’d welcome the hostess asking for my vaccine card rather than awkwardly trying to put a mask on every time the waiter comes over.

OP again. So, let me get this straight. I can walk into CVS or Giant today, or any other business, not wearing a mask, but carrying my full vax card with me just in case it is needed?

They’re obviously not directing this at you then. Madam’s Organ recently wrote a letter essentially begging for this guidance. Their staff are completely vaccinated and they’re willing to check IDs and proof of vaccine at the door. If the staff is vaccinated there is very little risk to them of the few that would lie about vaccine status. You really can’t expect the government and local business to legislate based on your concerns that some people will lie.
This is a great step in the right direction.
OP here, and I completely agree. And I love that local businesses like Madam's Organ were advocating for this. My question: How will this affect national retailers like CVS, for example?

Biggest changes: If you live in an apartment or condo, you no longer have to wear a mask in common areas if fully vaccinated
AND - businesses may start letting in patrons and customers who are unmasked if they can provide proof of vaccination if asked. It is now up to the business to post exterior signage requiring a mask.
Carry your vax card with you and prepare to ditch the mask! Details from WTOP
