Are the leaves a normal green color or are they reddish? If they're reddish, you might need to fertilize. I used a sterile seed starting mix this year for some of my seedlings - didn't think about it until I noticed that certain seedlings had basically stopped growing. These were varieties that I'd grown before using the same growlight setup, so I knew that they should have grown further than they did....after I fertilized, they started growing again.

I wouldn't think that it's the light if they're still very small. Usually plants that aren't getting enough light grow extra tall and leggy.

So, any indoor seed seedling grow an inch or two high (from seeds) should start all over again? I thought I started late, and it is true that my house does not have enough natural lights. I don't have grow lights. My strawberry one stays like less than 1cm from seed for a month.

A stunted starter may never take off, even when you transplant it. Better off to start over.

I have some like this too, peppers that have several sets of leaves, vs. the two starter leaves. Maybe they were jostled more when I transplanted, I'm not sure. I'm moving them all out soon, after today's wind dies down.

It’s probably a lighting problem. I would start to move them outside. You can use expired seeds but the germination late will be lower, so you may have to plant more seeds to get good seedlings.

All of my seedlings are 1 month old indoor , but some seedlings stay tiny like 0.5 inch or less ( mint, strawberry etc), but some seedlings are 1-3 inches tall ( tomato, basil, flower etc). Is that soil problem or seeds problem?

I have some expired seeds ( package has expiration date), can I use them? What does it mean when seeds are expired?
