Came here to post the same - MPD is utterly incompetent and would have missed or ignored the referenced car jacking if it happened right in front of them because they would have had their noses in their phones.
It doesn't matter if MPD has 3600 or 1600 officers as none of them do any actual policing - DC would be better of using the money to pay criminals to stay out of trouble.
