One of my daughters is fully vaccinated and the other will not be yet and is returning from a trip about a week before. She is traveling by herself to visit fully vaccinated grandparents but will only be seeing them outside. I will probably ask her to test a few days after she returns. Seems pretty low risk. Seem ok?

This seems very reasonable. Members from one household, and only one household, can be unvaccinated and it still is safe.
