Maybe he's a PI or process server with his eye on a different neighbor. He may have parked a few houses down from the one he's surveilling.

I realize running a car in the open air is not as dangerous as running it in a closed garage, but it still could be dangerous to the person inside. I would call it in as a welfare check.

Yeah, at this point I don't think any laws have been broken. I see them on their phone, they keep adjusting their seat up and down, so doesn't seem like a health emergency or anything.

At 3 hours I'd definitely call the police. Take photos and video first in case they drive off when they see the cops.

I would note who is in the car and they are actually alive (not some kind of health issue), type of car and license plate. I wouldn't call the police at this point. What you don't want is someone setting you up to be a Karen since so far they aren't doing anything other than polluting the air with exhaust.

No, we always just used to knock on each other's doors. I only knew they were gone because I talked them once while dog walking.

Neighbor is out of town, so I know the person isn't waiting for them.

They have been in their car, running it, for 3 hours today. Just sitting there. Just a random car not a utility truck or anything?

I want to assume its some gig worker waiting for something or taking a nap, but should we be worried about something else? I don't want to call the cops on some poor guy just getting some rest, but its weird and wish he would go park at a nearby park or grocery store (sans playground obviously, as that would get him other attention I'm sure).
