No. The TS/SCI first involves getting the TS -- an SSBI investigation and adjudication by OPM (or someone).
The SCI is a readjudication by the issuing agency (e.g., DIA, CIA, NSA, etc).

You cant have dual citizenship and a clearance?? When i did they made me provide/lock up my passport to my security office and never use it. Had a colleague in the same boat and he asked for it back to use to go to see his dying fsther in his home country snd lost his clearance. I got rid of my non us citizenship. They really look at foreign contacts and trav now for all levels. And 12-15 months is normal for TS even in the before times.
