I agree. It was important at first, but I don’t care so much now. I put in an honest days work and the rest is out of my hands. And honestly, in the end maybe I get an extra $1-2k bonus for a 5 rating and it’s taxed at a high rate anyway. Whatevs.

You are most likely getting a Within Grade Increase (WGI). Same outcome, but QSIs are performance based. You can get a WGI and QSI in the same year.

I received all 5s a couple of years back and received QSI. I moved division and was told no one gets all 5s but you could still get QSI on lesser rating.

My agency only gives 1 or 0 QSIs per division. It seems like QSIs are pretty rare for my HHS agency

It depends on the agency, and maybe even the office. At my agency we don't even do numerical scores.
