I think it depends on how independent she is, how good the program support is, and how much anxiety you can tolerate.
For example - I had a friend who had to get a son home from Europe at the beginning of the pandemic - that was very stressful finding a flight out before the lock down. But, in the Fall I have another friend who sent both kids to Spain - one to University and one to boarding school and that has gone great.
I do agree with PPs who have suggested that travel opportunities or cultural opportunities may be limited - only time will tell how that changes. Good luck!
