I wouldn't recommend threading for a teen. It's painful! Waxing is so much quicker - you are in and out (or you can do it at home). I had to switch to threading because I use retin A, but there's no doubt waxing is a much easier process.

if she doesnt have the unibrow then dont wax

if all you need is to shape then get the threading to just remove the stragglers

but refrain from waxing

Yes, but I would do threading and be very specific in what you want done or don’t done.

Just got my almost 13 waxed. I don't want her messing with it. They are still think. Very subtle.
As for when I started. I hadn't even hard of waxing until my 20s. We just plucked.

When my kids asked, I took them to the nail salon where I get mine waxed.

DS was 11 (pretty bad unibrow on self-conscious kid)
DD 13-14 (she has quite nice brows so wax once in a long while for shape)

"Let me know if you'd like an appointment with my eyebrow lady, or a pair of tweezers (and brow stencils?)." Not that much different than asking if she'd like an appointment for a haircut when I am scheduling my own appointment.

My DD (now 16) took my up on visiting my brow lady around age 13 for a professional shaping. She has maintained them since then with tweezers and brow scissors. And she asked for Boy Brow for Christmas.

It really depends on what the kid wants. Don't push your beauty standards on your kid. If she's perfectly happy then leave her alone. If she's asking to have something done, offer to plus out the stragglers (but remember, with eyebrows err on the side of too little plucking).

DD is 13. No unibrow or anything crazy. Just a few stragglers underneath.

For some reason I can’t pluck - it makes me too squirmy, so I get waxed.

What’s the norm? I don’t remember when I started.
