They are not law enforcement.
And let's face it, much as I respect individual police officers I meet, on the whole, law enforcement is not doing a great job so far. We need more folks like violence interrupters, social workers, and other folks committed to addressing human needs. Spend money on improving social services rather than deploying the National Guard.

You should reconsider where you get your news if you think Chicago and Baltimore are "war zones." Chicago isn't even in the top 50 of US cities in murders per capita.

Having a problem with violent crime is not the same as being a "war zone."

Also, how does the NG, without law enforcement training, "back up" the police? How will they "bring gun violence and car jackings under control"? What, exactly, do you think they can do? Just line the streets? Do you really want to live in a city subject to military patrols? Or do you not imagine that they will be in your neighborhood, and you're okay with turning other people's neighborhoods into occupied territory?

yes, their rules of engagement are stricter, they are expected to actually follow them and there is no equivalent of the blue wall of silence

People are getting shot and killed almost daily in some neighborhoods, not to mention the car jacking and robberies.
