I have also wondered why MD is doing so poorly, and part of it seems to be that there are just not that many doses per capita, which is making the decision-making harder.

The states doing the very best at distribution are largely (not exclusively) sparsely populated. That is, they got more vaccines per person than Maryland or New York or Virginia.

If you know you have enough, maybe it's easier to just decide to "put vaccines in arms" but if you have scarcity, you are evaluating every dose to ensure it's going to the right person.

Virginia is not doing well any way you look at it IMO, but states drop on lists of % dosages administered every time they get a large allotment of vaccine. I’ve watched Virginia drop to the bottom and gradually work its way up the list (closer to the middle, anyway) a couple of times.

Agreed! But even states who have opened it up 75+ and no teachers are doing dramatically better.
