You have no way of knowing who did it. It could have been a family member of a teacher who doesn't want to go back too. The decision to remain virtual was made in November. However, people were angry last week about letters potentially calling teachers back February 1. The timeline fits the latter better than the former. But who know? It is reprehensible regardless.
