That's why there was a big debate as to whether Trump could fire Jay Powell - he had not done anything "for cause" to rise to the level of firing. Firing him would merely be at the whim of Trump's and the courts would need to clarify if that met the "for cause" standard.
I think there is plenty of "cause" if Biden fired DeJoy.
