Agreed. Unless they closed based on an order from the local health department, you shouldn't have to pay.

We are at a center in VA. They close on a classroom basis, not the whole center. If there is a positive case, that classroom is closed for 2 weeks. Students in the affected room plus any of their siblings are required to stay home for 2 weeks.
We have an infant and a 4yo. Both of their classes have been quarantined once each due to positive cases in the teachers (who contracted covid outside of the school). The 2yo room also had to quarantine once due to a positive child, I think.

The process is to call the local department of health with all the pertinent information, and do what they tell you. They don't normally ask you to close the entire center unless you were not implementing a bubble model to begin with.

That seems nuts and overly cautious. I thought it was overly cautious when they closed our whole center for two weeks for an actual confirmed teacher case in a different wing of the center.
It's really up to the center as to how they want to move forward. Having said that, it looks like yours is crazy strict, and I'd be looking for a nanny option if your job requires you to be at work.

What exactly are the guidelines for daycare closings? I received nothing from daycare and I read the CDC guidelines but that seems unclear as well. Our center closed because a mother came in contact with someone that had the virus. I just do not see the point in closing the entire center for weeks. On top of that we still have to pay and our job requires us to be physically at work. What are our options?
