At first the city blamed the Fed for restricting how it spent federal money (not on needles). Then once that law was changed allowing Federal Dollars to be spent, the money was simply used for other programs or just disappeared after being allocated to DCHealth and the needle exchange mobile unit.
For those who did not know, there were actually two units. A mobile RV type vehicle that disappeared and a mobile van that was supposed to look less discriminatory than the RV. That stopped moving after they could not afford to fill the gas tank.
People that used the needle exchange used to complain about the "wrong" type of needles being returned to the customer. Apparently the self retracting diabetes needles are the needles of choice, however, DCHealth likes to give out larger and less expensive larger needles.
At the end of the day the city retreats behind its standard, "but we contracted a solution out" response. Prevention Works used to be the contractor. Their claim was that the city never funded the contract as required and the company was left with unpaid payroll and other contracted overhead.
