That 1% should be able to go back when APS meets its own metrics that were set prior to people having to choose. This BS of "the metrics are just a general guide" needs to stop -- APS set public goal marks that need to be used to determine when its safe to go back.
Oh please - what metrics? That metrics dashboard changes on a whim and doesn't have anything to do with going back to school.
My favorite was the emergency room capacity. In NOVA, it would always exceed their metric even in non Covid times. The metrics are meaningless.
