"Elite" and "safety" are not rigid categories. They vary substantially with the student. A kid shooting for UPenn might consider Richmond a safety, while a likely VCU-bound kid may view it as elite.

Stony Brook. UC San Diego. UPitt (rolling is a big plus). VCU. All 4 of these schools have plenty of academically strong kids

I'd look at national universities ranked 60+ and LACs ranked 20+. Inside the top 50 national universities are not safeties due to low acceptance rates. Matches, perhaps.

Given the lack of specifics you provided I would suggest looking at national universities ranked #21-99 and LACS ranked #11-50.

OP, much more info would be needed. What is the student looking for? Size, geographic region, urban vs suburban vs rural, major if known, student's stats?
