My son plays for NPC. Practices are at the Fairfax Sportscenter. We really like it because they focus on developing players more than winning, but if it is important to your son to be on a team that wins all or most of the time, may not be a fit for you.
The kid is U16. I'm sure he has had 'development' if he has been playing Futsal a long time. By High School you are moving into challenge being utmost importance.

What are some teams in the area that are still forming Futsal teams? I realize some are doing this on outside courts this year which is fine.
