The problem with calling the pool a “fitness center” is that those guidelines require the use of masks all the time, which is obviously not possible at the pool.
For the record, I am comfortable with RMSC’s protocol to date and limiting a building like KSAC or GISC to 25 people total is absurd.

That doesn’t sound like 11/10 order and the problem is there are limits for “gatherings” (25 people in any venue) and limited for certain businesses like fitness centers and restaurants (25% capacity). They don’t specify aquatic centers and it’s being interpreted differently.
The va order from the governor this week excludes sports.
