I think he is trying to do this, but he doesn't have all the elements in place, so it will fail. He did get some elements in place, so my biggest worry is about future elections where somebody smarter could finish the job.

Nope. If no certification, Trump is still out. There is some complicated succession but it’s definitely not Trump.
