Biden is supposed to be able to embed people in agencies and to start the background checks. That cannot happen until the GSA signs off. This is a problem.

Biden can do some things without this authorization, but this authorization is required for the transition team to have access to non-public records that are critical to an effective transition.

There is a process, but the final certification of the electoral college vote doesn’t happen until around January 3. If Biden has to wait that long to fully launch his transition, we will lose valuable time for addressing the pandemic (plus the economy and other pressing issues).

I am 100% the Biden team can get around this no problem and let it fade into the background as a non-issue.

No I don't think she is. Trump has not conceded and the vote is still not official. The media has just called it. In a typical year the losing party concedes and ends things.
