Which age groups is this happening? I see the 06 squad beating Loudoun Red, but that's not an ENCL squad. The VA Legacy is a mess... so, who?
SOCA 06 was in the top flight at Jeff Cup and beat 3 ECNL teams (Ohio, NC, and 1 other).

Re-Read what I wrote.
I said SOCA is beating B teams.....such as Loudoun Red.
Loudoun Red is the B team for Loudoun ECNL

The 06 team in particular was impressive. The D was not up to ECNL, but the attacking play was really strong, and the kids were incredibly fit. They had one player that was going to give the sideline ref a heart attack with all the running. They looked better than 06 BRYC ECNL and McLean ECNL teams.
If they come into ECNL next year, that will be interesting.
Their 04 team, despite being state champs, is 0-5 against ECNL and GA competetion.
They do a great job, ECNL and GA matches will obviously be more challenging.
