You should vote yes. Currently, in Maryland, if the governor didn't put it in the budget, that's it; the General Assembly has no power to put it in. That gives extraordinary and unbalanced powers to the governor. Which is why Hogan is urging people to vote no.

Depends on who you trust more, the one person who is the governor or the group of people who are the legislature. I just listened to a judge give a talk about the MD constitution and he mentioned that MD gives more powers to the governor than any other state. Didn’t know that; thought it was interesting.

Interesting. My understanding is that currently the General Assembly has little ability to change the budget. So power is centralized with the Governor. It seems like giving the General Assembly more power would decentralize power.
