I’m sure this plan has been run through OAG. They must feel like they can do it since you will most likely get a CARES seat if you don’t get the in person spot.
But CARES is not in person instruction. It is on-site learning - not instruction. It is sort of like the difference between going to the gym or having a personal trainer at the gym.

Well, everyone’s hat was thrown in — but not everyone has priority.
If your point is that DCUM is frequented by DC’s educated class, bear in mind that many kids from high-SES backgrounds have kids with priority status, such as my kid with HFA. (If we don’t get a spot I might seek placement in a self-contained classroom!!)
