(pssttt...why aren't you calling her husband crazy, too?)

Well the husband isn’t saying awkward things like “MY BABY ISNT NAMED AFTER MY SISTER SORAYA”

Asked and answered. The husband was behind the decision of the name and the public announcement of the name.

Your response is perfect, OP. It's kind, and alerts your SIL that yes, you do view that name as being associated with you.

And she must like you or she’d have a negative connotation to the name

Not necessarily. Say, she always wanted to name her child Larla, and then her husband just happened to have a sister named Larla. Nothing wrong with that.

I think that’s true but it’s also weirdly aggressive to be so affirmative about the negative here

That's a good response. I would say that there are really very few uncommon/culture-specific names these days. I know three Saiorses and a white Shehernaz. It's possible your name is also the name of, say, a Real Housewife or a "Game of Thrones" character.

Don’t say anything.
At least this is not a Seven Costanza situation.

I think your comment is perfect.

It is kind of weird if your SIL to be so outspoken that her daughter is not named after you but not worth reading anything into it.

Yeah, I think your proposed response is good. It lets her know you saw the thread, you know the name is coming, and you're happy about it even though the baby won't be named after you.

(And it IS weird that she picked this unique name what with it being yours and all.)

My SIL is pregnant. She revealed their baby’s name on FB. It’s my name. Not a common name period even in our culture. And double unusual once you account for the non US pronunciation. And then one of her friends commented, “Isn’t that your sister in law’s name?” And she replied “Yes, but the baby isn’t named after her.”

I’m not upset, but it seems weird to not say anything. I thought about posting “The world can always use more _______s, no matter your inspiration. I’ve always loved my name and hope she does as well.”

Or should I say nothing.
