it probably depends on where in Fairfax. I know in our pyramid if you are a good player on CCL1/NCSL1 team you have a good change of making the high school team as a junior.
It can be hit or miss. Marshall's JV passes on some accomplished travel players in favor of rec-league players. (And they might not be wrong. The best player on the field in a Madison-Marshall JV game in 2019 was a rec leaguer, though I think he had played travel in the past.)
