You CAN vote it you want to. NOTHING is preventing you. You could have checked on this earlier. I hope that you are successful and get to cast your vote. My ballot never came. Virginia. I went to Registrar's last week and voted.

Have you lived in a few places in DC? If so, its probably at your last address. I have ballots for three of my ex-tenants.

Go knock on the door and see if it’s there.
