HOA rules do mean something and they can and should be enforced. Talk to someone in the HOA board- preferably the President. You are not a “Karen” for being concerned about this. And that previous poster calling you one needs to come up with something more original than the most overused word of the year.
Pitbulls are dangerous. It’s bred into their DNA. Seemingly “nice” ones can turn on a dime and maul you or your child. I would not want one living anywhere near me or my family.

HOAs are notoriously wimpy when it comes to enforcement of dog laws (but there will be hell to pay if you put in a new bush without asking!). Take them to court. We did, and won.

I live in a HOA community. It came up during a meeting that pitbulls are not allowed and a neighbor said she had one. Rumor is that she got it over the summer. It's been a few weeks and the dog is still here. I talked to a board member who just told me to wait and reply to a survey about the bylaw. I thought living in HOA meant rules meant something? Anyone have success in getting their HOA to enforce its own rules?
